The EU has sanctioned Belarus because of the human rights situation, the brutal crack down after the last election. Belarus literally hijacked a commercial aircraft just to arrest a journalist, more sanctions followed against Belarus. Most recently the Belarusian sprinter Krystina Timanovskaya who took part in the Tokyo Olympics was granted asylum in Poland. So now Lukashenko is taking his revenge

When the Soviet Union collapsed the west pumped billions into Russia to keep Russians from litterly starving, where was Putin? He was deputy mayor of St Petersburg were he was busy embezzling funds for which he was narrowly saved from prosecution by the mayor.

Debt is only a problem when you can't actually afford it, Russia has no debt because institutions are reluctant to lend Russia money and don't waste my time claiming that Russia does not need money. Exactly how do these gold reserves benefit the Russian people and economy, you missed out that part.
