  4. The US electoral system is not “set up” for two parties. There can be any number of parties. Two parties tend to dominate as a consequence of the election of members of Congress to single member districts. Parliamentary systems with single member districts sometimes have more than two strong parties for two reasons: strong sectional differences and the election of the head of government by parliament, which allows for coalitions. In the US, the manner electing the president does not allow for coalitions. We tend to have factions within a major party. We also have third parties, but they tend to be insignificant. In a free society, it is not legitimate to try to influence the number of parties by government. A political party is essentially nothing but people exercising their Constitutional right of free assembly, speech, and press.
