OBVIOUSLY that was VOTED DOWN BEFORE the proposed Amendment was submitted to the states for consideration and ratification. That means the Second Amendment -- the purpose of which was to establish a National Defense based on the well-regulated Militia -- is totally irrelevant to ANY "private" "individual" "right".

But I do know, as one who worked on automation of the law during the 1990s, that the courts always went for the most expensive computer hardware. That didn't guarantee judges knew how to use it beyond legal research -- they tended to have direct connection to West Publishing databases -- and writing decisions.
