The negative things happen because of human flaws, but they need to be cover up to maintain an image of the absolute force, or at least as close as it can be to an absolute force. Kings can't show weakness, because others will come and destroy him.
Make God bleed, faith will be lost, chaos will happen.
Now this system isn't as radical or inhumane as the church and the crown but it does have the flaws that nobody can fix. So I suggest you adapt.
One little rebellion against police, security is lost, thousands might die. It didn't get there because the police tried their best to stop the rebellion, I suggest you do some thinking.

That act is from 1878, and it can be easily changed. The way people act according to the law can be based on how we interpretate law, maybe you would like to read Lincoln's Emancipation Proclamation, he did made up an entire new kind of power. But we allowed it anyway because it was the reasonable interpretation.
The same applies here, military can do whatever the President deems necessary, they just need to interpret the action into their own terms.
The 1878 act doesn't mention anything about defending the border, that's their roles, not the police. First thing if you want to study law, kid. Learn to think first.
