By that logic, if Nike moves all of its manufacturing to other countries would mean those other countries stole Nike... Obviously a completely nonsensical notion. The subsidies by the US gov to build chip plants so obviously nullifies such metrics - the US is already paying for them... you can ONLY measure theft by core cutting edge IP getting into the hands of another country.
