  1. Lack of funds (WW1 and the Great Depression) and then lack of time before WW2. Also the Army prioritised new artillery and a good LMG over self-loading rifles.

  2. ​ @kennydoggins1712 It was not an honour thing. Britain was broke after WW1 and the Great Depression. And then in a rush to rearm before WW2. The Army concentrated its resources on mechanisation, new artillery and LMG, rather than on small arms.
