  1. Yes. French naval and colonial forces had the instructions, tools and training to make their own Chasepot cartridges. And the components could usually be sourced overseas; so they weren't dependant on shipping metallic cartridges from France. And it kept the Fusilieurs marin and colonial troops busy, so they wouldn't get up to mischief when bored.
