  1. Economics; the Great Depression began in 1929 and it didn't just affect the USA. Most armies had limited budgets and got more "bang for their buck", by investing in LMGs than in self-loading rifles. Also, in 1939 the available self-loading rivals, including the M1 Garand and SVT-38, were still immature designs; not ready for general issue.

  2. The ZH-29 was offered with 5 and 10 round magazines as standard. And 20 round magazines from the ZB-26 LMG would fit. But nobody used the ZH-29 in sufficient numbers for there to be a "typical combat situation".
