  1. One reason that Navies were more willing to adopt high tech weapons than armies, is that more used to modern engineering. The major navies had mechanised by the 1850s. Armies did do it until the 1900s. Also sailors were mostly volunteer professionals, serving for at 4 or 5 years. While most armies fielded conscripts, serving for maybe two years. Navies could train their men better on their rifles.
