  18. Improper protocol at the Wuhan Lab isn't really in evidence. States effectively were insufficient in their conduct regarding the information they already had. If we all knew that a pandemic is likely to occur, so too did the US government. They did nothing to prevent the spread of this virus. They followed a procedure not unlike the Chinese government.
