  1. "Foreign State Actor" - ie, Inter-state actor. I've talked of this before- the notion of the agents that worked sometimes in government, who are co-opted by cells to be employed by black market forces (obvious!). But now this concept is being stretched too thin, again, destroying credence in the public's view of any actual threat, and diverting to some Democratic political divagation to cull [dull] the masses' minds.
