They keep redrawing their national map, each time, to include more of their neighbours territory. As long as the narrative is contested and reunification. Or investing in other countries. It doesn't sound like aggression, colonialism, debt trapping, or elite capture. Look up Chinese fishing fleet, and marine militia.
Contested is the correct term. But it is being used, for propaganda. They say territory, we say contested, while they build military outposts on the South China Sea atolls.
