Low enlistment standards and lack of senior leadership accountability are normal "Hollow Force" eras like this one and the previous after the US gutted our forces after the Southeast Asian Strategic Blunder ended. Today it may not be practical to discipline the current force harshly enough. Troops thrive under discipline but modern society does not value ethics or professionalism. The public do not really care what happens inside the armed forces, they just thank them for their service while not doing their own civic duty to demand accountability.
