  3. Hey, that response letter actually goes against FOI because information provided by the respondent is supposed to be clear and easily understood. If an answer cannot be provided, for reasons such as impact on national security or the respondent is not responsible for the answer (because, say, another company is), the respondent must provide a succinct explanation of this. I know obfuscation when I see it.
