  3. Israel provides Gaza with ~10% of the yearly consumption of water and power. Gaza strip has its own wells and desalination plant (donated by Qatar?), its own power plants. Gaza used to export agricultural produce.

At the end of the 1970'2 Israel has allowed Islamic charity NGO's to grow, I don't think they had a legal way to close charity NGO's, out of these NGO's grew Hamas and other organizations. 2. After Hamas overthrown Fatah (Sometimes literally off roof tops) and became governing regime, starting in 2012 Israel has allowed Qatar a monthly transfer of 30 Million $, 1/3 for buying fuel for operating the power plant, 1/3 PA employees and 1/3 for poor families. I assume that Qatar has transferred much more under the table, given 30 M $ does not cover the expenses of a small city.
