So, what the expletive deleted is he doing on a jolly in Wales? He wants to do the job, get stuck in man - but come to think of it, he's fugued. He may not have resigned officially, but he has functionally. These questions should have been addressed at least 18 months ago. You cannot catch up when the horse has already bolted. He's now on a Michael Foot level of incompetence and in freefall. Boris, by the simple act of not resigning, IS delaying the report because you can't get 26 hours out of one staffer every day. Decisions he should have been taking are not being taken, and about the only useful thing that'll come from it is the resignation letters will beat the dismissals for gross misconduct.

  19.  @tim9430  Some of us have been trained to deliver escalating violence. However, the Law requires certain formalities, in performing a Citizen's arrest under Section 24A of the Police and Criminal Evidence Act 1984, relating to the Indictable Offence under Section 137 of the Highways Act. Go read those texts. As soon as is safe, explain that because they've wilfully broken the Law, you're arresting them according to the provisions of those Sections, and read them their rights. If they then attempt to escape, you can then legally use proportionate violence to maintain the arrest. Given you're generally somewhat outnumbered by their colleagues assisting the escape, I'd argue debilitating violence is then proportionate, ie a kick to the lower part of the torso.

In this case, the failure is that the assailant didn't follow procedure. He certainly has the overwhelming support of the London population behind him,so should ask for jury trial if it comes to it.

Given nothing's happened in either the Met or Church to resolve the issues (cf #EveryonesInvited), correct use of the citizen's arrest (Section 24A of the Police and Criminal Evidence Act 1984) seems the way forwards.
