Bad publicity is almost as good, sometimes better than, good publicity, therefore we can say there is no good or bad publicity, there is only publicity. The converse is no publicity, (being ignored) no publicity is death. It goes without saying that free publicity is the best publicity. Elon is the connoisseur of publicity, he knows more than others do. Of course this explanation has been proven many times but people just don't believe it.
