The vet eyeballed it for sure, and a better backed up diagnosis might cost more (testing, more thorough examination). - It is like a litmus test: The vets know only dedicated owners will overcome that. And it might not work despite all the spending and efforts and other dog owners would be frustrated by bills that do not even change the outcome (they try for a time and then have to euthanize the dog anyway). meaning the vet would get an earful if they lean on the side of optimism. It is possible that the vet assumed the dog was in pain (" ....after all he has been through"). People that love a dog (enough that they provide the necessary long time care that offers the chance to turn this around) will secondguess the advice to put down a dog or they will hesistate (and play for time). If a dog owner is responsible enough to at least show up at the vet - but they give in fast to euthanizing the dog - they probably would not be the good rehabilitators needed for the case.
