  1. Most other countries have state-supported minimum child support requirements for children being raised by only one parent, to be ultimately paid by the other parent. If the "other parent" is unable or unwilling to pay the child support, the state takes care of the payments and then collects the payment from the other parent. The parent raising the child does not have to go through that hassle. The state is usually a formidable and unavoidable debt collector!
