The TL;DR: the reason China and other Asian countries see a second wave is that there are way more people infected than they tested.
Details:
China has the world's largest population, with Wuhan province alone having a population almost as significant as Italy (Wuhan's 58.5M versus Italy's 60.5M). Further, China put in place draconian quarantines for Wuhan so that nobody could leave, but that was weeks AFTER the outbreak (as very evident in its spread around the globe). Because Wuhan was ground zero for the virus and there were no hindrances by the Chinese government (e.g., suppressing warnings), the Wuhan people went about their business as usual. They unknowingly spread the virus much faster at its point of origin. The issue here is there's no way the total confirmed cases are 82,122. It's much higher than that. China has chosen not to be truthful with the rest of the world since the outbreak began. The math on the virus spread shows the total population infection to be approximately 1.2% based on 3.99% verified and of those 1.2% dying.

The number China hasn't reported:
~6,843,500 total unverified infected (roughly 1.2%; best guess estimate based on tapering projections)
The numbers China reported:
~82,122 total verified infected (roughly 3.99%)
3,304 total confirmed deaths (1.2%)
That 6.8 million is now traveling around China since lifting the restrictions. As long as international travel remains shutdown, China's second wave of infections should stay contained in China. Also, without international travel, the Chinese government cannot blame foreign powers for their second wave.

Two thousand years ago, the Bible described what people's behavior would be like worldwide today.
"But know this, that critical times hard to deal with will be here in the last days. People will be selfish, greedy, egotistical, arrogant, blasphemers, disobedient to parents, unthankful, disloyal, having no natural affection, not open to any agreement, slanderers, without self-control, fierce, without the love of goodness, betrayers, obstinate, conceited, lovers of pleasures rather than lovers of God, having an appearance of godliness but proving false to its power;" (2 Timothy 3:1-5)
Very accurate, would you agree? Did you notice the words "in the last days?" Would you like to know what that is?

There's never going to be a China-led world order, nor will China ever become a world power. The Bible explicitly states seven great world powers have existed in human history that had direct contact with God's people. Each succeeded one another through thousands of years of world history. Here they are in order according to Bible:
1. Egypt - Genesis 10:6, 13, 14; 12:11 through 13:1; Psalms 78:51; 105:23, 27; 106:21, 22
2. Assyria - Genesis 10:21, 22; 2:14; 25:18; 2 Kings 15:19-29
The remaining mentioned in prophecy:

4. Medes and Persia, also known as the Medo-Persian Empire - Daniel 2:32, 39; 7:5

The United States and Great Britain is the LAST world power in Bible prophecy.
(Revelation 17:10) "And there are seven kings: Five have fallen, one is, and the other has not yet arrived, but when he does arrive, he must remain a short while."
When John penned this vision, the five kingdoms that had fallen were Egypt, Assyria, Babylon, Medo-Persia, and Greece. The "one is" was Rome, who was still the dominant power during John's lifetime. The "other has not yet" arrived would eventually become the Anglo-American dual power.
Notice these words:
(Daniel 2:44) "In the days of those kings, the God of heaven will set up a kingdom that will never be destroyed. And this kingdom will not be passed on to any other people. It will crush and put an end to all these kingdoms, and it alone will stand forever."
"God of heaven will set up a kingdom." That means the Anglo-American power is the LAST government on earth that be a world power. It will not be destroyed by humans but by God himself. That verse also says God will "crush and put an end to all these kingdoms," meaning His government will permanently destroy all human governments and bring genuine relief to billions of humans, animals, and the planet itself. And His kingdom will last forever.
JEHOVAH GOD, the sovereign of the universe and our Grand Creator, will end human rule permanently. With Jesus as God's appointed ruler, God's government will finally achieve what all human governments have never reached. A few examples:
NO MORE PANDEMICS - (Isaiah 33:24) "And no resident will say: 'I am sick.'"
HOUSING AND ABUNDANT FOOD FOR ALL - (Isaiah 65:21-23) "People will build and get to live in their houses—others will not use them. They will plant vineyards and enjoy the wine—it will not be drunk by others. Like trees, my people will live long lives. They will fully enjoy their hard work. The work they do will be successful, and their children will not meet with disaster. I will bless them and their descendants henceforward."
NO MORE DEATH, PAIN, AND SORROW - (Revelation 21:4) "[God] will wipe away all tears from their eyes. There will be no more death, no more grief or crying or pain. The old things have disappeared."
This future is an ironclad promise from JEHOVAH because "God ... cannot lie." (Titus 1:2) 🙂💖

In Matthew 24:14, Jesus said people would preach the good news about God's Kingdom throughout the whole earth. Acts 5:42 says that Peter and the Christians preached "every day in the temple and from house to house."
In Matthew 7:13,14, Jesus said there would only be one genuine religion acceptable to God, and very few would find it or stay on it. Those who would enter the narrow gate must traverse a narrow road, keep on asking, keep on seeking, keep on knocking, and God would open the way. This narrow road is not easy. Jesus said, "If anyone wants to come after me, let him disown himself and pick up his torture stake and keep following me." (Matthew 16:24)
So if you put those two together, who do you suppose fits the description?

@donkoh5738 While God has blessed humanity with things like our wonderful planet, the sun, and rain that help sustain life, how do you suppose he is blessing people who do not know him.
Notice what these two passages say:
(John 17:3) "This means everlasting life, their coming to know you, the only true God, and the one whom you sent, Jesus Christ."
(1 Timothy 2:3,4) "This is fine and acceptable in the sight of our Savior, God, whose will is that all sorts of people should be saved and come to an accurate knowledge of the truth."
A person must come to know the true God (who is named Jehovah) through accurate knowledge. Only then can a person be in a position to receive blessings. Notice what the following says:
(Exodus 23:25) "You must serve Jehovah your God, and he will bless your bread and your water. I will remove sickness from among you."
So the blessing of Jehovah God on a person is contingent upon obedience to Him.
