1) People kept buying weed the old fashioned way. So no tax revenue.
2) Expenses far outweighed income.
3) Actual costs of dealing with the problem turned out to be higher than expected. But that, I'm sure, has nothing to do with decriminalizing all other drugs.
4) Absolutely none of this came as a surprise to anyone who can put three brain cells together.
Unfortunately the west coast states screwing things up so bad has set the marijuana legalization attempts back for everywhere else.
A few years back there was a reasonably sane system proposed here in Florida. It was based similar to alcohol laws. License wholesale production, growers. Separate license for sale to public, limited to X number per county. Small amounts (5-6 plants I think) could be grown for personal use. Local municipal laws could control if and where public sales were allowed. Increased penalties for sale of alcohol or any drugs to minors. Rules against using by employers or as a condition of probation would still remain in effect.
Now, after looking at San Francisco, Portland, Seattle, etc there's a big pushback against legalization.
As an addendum, I don't smoke pot, haven't for many years. I just think making something that I can easily grow in my yard illegal is silly.
