  34. Ukraine collects the transit fees from the operator(s) of the pipeline(s) who charges the shipper - aka Russia. Kazakhstan also sends products through Ukraine but has to go through Russia's pipelines to get there. Shutting down Russia without shutting down Kazakhstan would be difficult.
