Party activists and government officials can call you to register you via a phone call. They beg you to vote. I have personal experience on their begging in both CA and AZ because I have residence in both states.

I received phone calls in both CA and AZ to ask me for voter registration (and the registration is supposed to be done in the call). I already registered before the phone calls, but I am sure they wanted to register me just by a phone call, not in person contact.
