In truth, there isn’t much many cops cannot do without the expectation of their Leaders backing them all the way - and I don’t just mean their leaders in the P.D. It goes a whole lot higher, and that’s when there isn’t a Police-Gang (like in L.A.) or a “good old boy network.” (Southeast) Also, it would seem that many P.D. are significantly infiltrated (infested) with W.S. - so that adds to anything else happening there.
