  1. I don't know about Italy or Spain but in portugal's case it only apllies to blacklisted jurisdictions. They have a blacklist and if u move to countries on that list you're still seen as a Portuguese tax resident for a few years. What are countries on this list? The panamas of the world, countries known to be destinations for people who don't wanna pay taxes. That said it's not about the country's laws, but perception. You'll find high taxed countries on that list like Trinidad and Tobago, but it's an island so it must be shady. It's all a matter of perception. That said a country like Malaysia doesn't have this sort of reputation and therefore is not blacklisted, meaning u could move there and become a tax resident while potentially paying 0 or very low tax. When you're no longer in the portugal's tax net you're free to become a tax resident wherever u want
