  1. I don't really see countries with a lot of citizens living overseas imposing taxes on them. On the other hand these countries have been trying to "recover" their citizens living abroad so perhaps if they taxed them people would be less interesting in leaving which is the opposite of what they should do. They should be trying to become more competitive so people don't need to leave in the first place
