  1. Yes, but know residence isn't necessarily cheap unless you're a retiree and you're gonna have to become a tax resident in order to become a citizen. If u don't mind dealing with Peruvian taxes go ahead. My take is there are better options is latin america. Also u could be a resident of Peru and spend some time there without being a citizen and without making it your tax home
