They were built between 1965 and 1970, and were retired in 1973 They have aluminum armor so they can be light enough to be air dropped in. They are not for urban warfare, but that's what they're using It's possible they've been updated, to include an active protection system, but I doubt it because the vehicles are too old to accommodate the systems available

As for weather manipulation, you are correct, it's been tried for decades, without success. As someone who grew up on a farm, I understand the desire to control the weather, but to quote Mark Twain, "Everyone complains about the weather, no one does anything about it". Truth is, weather and climate are such complex systems it's impossible to control. That's exactly why we have climate change, no one thought that humans could actually have an effect on our climate. Personally, I think we're far past the tipping point, I don't believe that we can do more than stop accelerating it. If we stopped using fossil fuels overnight, it would slow but not stop climate change. We're fooked
