In Europe Christian communities have a strong moral education and system : if you are stealing from your neighbors you can not live with them anymore. Seneca, Aristotle or Marcus Aurelius are not for mass study. The problems started when the workers moved to the city, lacking the moral education (unmoral), and escaping to the social control of the family, church and society. The legal information and education don't have the same influence. Still most of the children are taught to be emphatic, generous and caring. We still do not know how do we have so many psychopaths. Must be the social control.
