Texas was historically a Democratic state, because it was a slave state and would never vote for someone from the Party of Lincoln. Even in 1976 it went for Jimmy Carter, and elected a Democratic governor in 1990. True, since Carter it has selected a Republican in the presidential election, but that is a fairly recent, not historical trend.

As to gerrymandering, there already exists a computer program which can divvy up districts in a completely unbiased manner.
