The Navy needs enough operators for say 200 reactors. Where will you get enough for 20,000 (100MW)? That is 2 orders of magnitude more. I wouldn't leave 100MW of anything unmanned. And especially not small modular nukes until we had at least 50 years experience at scale (thousands).
