Yes, Russia is discounting their oil and spending 30% more to produce military equipment than without sanctions.

  12. Russia is losing its spheres of influence due its small economic power. Eastern Europe is aligning more and more to the EU and central Asia is aligning more and more with China. Russia is going to have to align with Europe or China to stay relevant, or the country is just going to use asymmetric attacks to punish anyone who tries to leave mother Russia's sphere. As long as Putin is in power, it is going to be the choice that seems more like a tantrum about Russia's irrelevance.

Germany has one of the most advance militaries in the world, but they downplay it because their Europe neighbors are uncomfortable with a strong Germany after two world wars. While German military spending compared to GDP seems small, it is still a huge amount because Germany is the four biggest economy in the world (Russia is 13th for comparison).

Joint-foreign ventures sell more in China than overseas, so the economy of scales makes it easiest just to make everything in China. Of course, this is highly overly simplified.
