It can definitely reuse it. The question is how much it would cost! And what needs to be replaced. And my prediction is probably alot. And it's not much different from just building a new booster from scratch. Remember. They need to take it down, transport it to the hangar, then disassemble it, test every single part of it to see what needs to be replaced, order those parts, wait for them to arrive, assemble it, and only then it has been refurbished, after that, they need to take it out, test it, put it back in again, then take it out again at launch put it on a launchpad, and launch it... Alot of steps, every single step is not trivial and is complicated in some way...
