That's not how bureaucracy works, though. It expands as much as possible to consume as much of the total resource pool (taxes) as possible, for the primary goal of having as much power over the people as it possibly can.
In other words, the organization as a whole has a mind of its own, and it will grow uncontrolled to become as large and all-consuming as possible. It's just the nature of organizations that do not have to provide their own resources, and exist primarily to have power over people.
All other organizations are inherently self-limiting, such as businesses for example. A business must make its own money by it own effort, and must function reasonably well in order to survive first, and ultimately prosper. That simply isn't the case with bureaucracy, which is parasitic by nature and function, just like a big & dominant street gang.
