There are newer designs that work well below freezing and well above 100 degrees Fahrenheit. You just have to wade through all the old inventory out there that manufacturers are still trying to get rid of. They've been able to make better ones for quite awhile, so the onus is on them. Even if you are living in a 19th Century building like I do, there are ways to improve the insulation. The roof IS the most important area to insulate despite what impressions you might get from certain, "experts." Once you have done that, anything you can do to the walls is icing on the cake. You can get an additional R-5 insulation from adding 0.75" Polyiso panels to the insides of your exterior walls if you can't do anything else. Those first few increments in R value are the most important. The effect diminishes exponentially. It is a static installation though, so you might as well do as much as you can afford because you only have to it once. The more you insulate, the more you will save. The better the heatpump, the more you will save.

You can buy a minimally effective window heatpump for about $350. It's still more efficient than standard electric filiment heat. Hamlet lived in a castle insulated with woolen tapestries on stone walls, and even he would have benefitted from a heatpump - if he had survived the play anyway..

They have better heatpumps now, you just have to shop for them. The fossil fuel companies used to encourage inefficient installations with discounts to their customers so they would use more fuel. There has been a lot of dirty dealing in the past. That's one thing the internet has actually helped to make us aware of.
