It speaks western language(English), is mainly populated by European/white people, main religion is Christianity and has western culture(including being more individualist than collectivist and more socially progressive than conservative like Asia). Due to it being western country, it looks for more culturally similar western countries, rather than Asian countries with largely different cultures for advice

As for vaccination rate, uneven geographical distribution of vaccination rates is also a weakness that results in increased spread, as shown in countries like USA and Germany where vaccination rates vary a lot depending on what part of country you're in. Virus exploits under vaccinated parts of these countries with those regions serving as holes in terms of virus defense before exploding throughout the country
