Under international law you are in Ukraine and have to obey Ukrainian law . The Ukrainian constitution requires a bilateral agreement to change its territories Crimea didn't have an agreement with Ukraine to do that and broke law

Its the same thing they did in abkhazia majority of the forces were locals some were foreigners and probably some Russians did help out also but the big things like tanks guns air power and ammoniation was supplied by russia
