I's a free will. This war is not about Nato. It's simply ecuse for Putin. It's about Putin's ego and his sick idea to bring USSR glory back. He does not even want Ukraine to exist. Russia does not respect neutrality. Russia treats neutraity as a weakness because Russia knows nobody would help those small countries to defend themselves. Russia is not a super power. Russia lost its empire, soft power and glory and USSR is gone. Russia's gdp is Italy's gdp. Is North Korea a super power? No. And Russia is not a super power for the same reason. It brings a lot to call any country a super power. It is not about weapon you have, It is much more Russia always needs excuses and Russia is not a special need baby.
