  27. @willyang4487  there's a number of ways, but the big one is China has internal state citizenship, and much of the population are migrant seasonal workers (I.E. People go to the country to harvest/plant, and go to the cities to build). All Chinese states have large numbers of internal expats as people move looking for work. Most if not all states count all their citizens regardless where they live, and they count permanent and seasonal residents too.
