I don't believe that now such networks exist to collect and relay information either from the government to the poor or vice versa. Designing such systems will take some thought to get through language and accessibility barriers.

  34. The BSF jawans operating under pressure at the border know best, but extreme restraint in the face of clear personal danger seems like habitual inhibition. They need SOPs to not come in such close contact with civilians, and clearly communicate red lines which the other side cannot cross. This seems a bit like a free for all and could have easily gone south.

One possible wish-list: 1) Continuous eyes-in-the-sky (may be AWAC loitering drones) with machine vision to recognise hostile drones that originate across the border. 2) High velocity, long-range drone-killing rifles with hybrid computer- and human-controlled targeting, that can take input from the AWACs 2) A 50 km drone-free zone along the border with stiff monetary penalties for violation. Alarm-to-shot-time should ideally be on the order of seconds to a under 5 minutes. Creating and deploying this rapidly does not seem out of reach to me.
