Because the Canadian parliament had decorated the same SS war criminal with a medal of honour in 2007. The Liberal Party traditionally depends on the immigrant/diaspora vote, and the Nazi element in the Ukrainian diaspora is huge since we allowed thousands of Ukrainian Nazi collaborators into Canada at the end of WW2.
