I understand why people ask that question, about shooting for his legs. However, that isn't a reasonable option for different reasons. For one, it is hard to hit someone's legs and arms when they are running, it is a fast moving object and smaller than center mass. If deadly force is warranted, they should go for center mass and stop the target. By shooting at the legs, this opens up 2 main issues. 1. This is indicating that deadly force isn't justified, as they are just trying to slow the man down. However, they are still using deadly force, so this opens up legal issues for lawsuits against them if they did that. 2. They already had a bullet hit a vehicle nearby. If they had shot at the arms and legs, an innocent person may have lost their life.
