I don't see why there is a Mexican immigration problem to begin with after all immigrants pay taxes and when they work part of their labor goes to the owners of capital. An economy is not a limited pie that doesn't get become bigger when more people are working. The US BLS says that 20% of capacity is going unused. What this means is the bosses are refusing to hire because profits from monopoly prices require some to be unemployed to keep wages low and profits high. The only proven way to change that is with a militant union movement that is not afraid to shut of profits with strikes and protest.

It made increased pensions available to Spanish American war veterans and widows and children of US Civil war veterans and children and widows of Confederate Veterans. Their is no pardon included but a Confederate soldier could seek a pardon by applying for one some time after the civil war as was legislated by Congress. General Lee asked for one and got one but that didn't make or allow him to become a union soldier nor did he get to collect a pension.

  11. Representative government and what they told you in school about equal branches is wrong. Congress wrote the Constitution and it is the most powerful branch. The other branches have zero power over it being only able to temporarily blockade Congress but it has the ultimate 2/3 majority power of impeachment of either the president or the supreme court justices or the chief justice, it can override a presidential veto, or gang up with the president to pack the Supreme court.

Since those without proper documentation pay taxes in they seldom file for refunds nor are they eligible for the social security benefits.
