Russia and Serbia were not allied and Russia stuck its nose where it didn't belong, handing out a check they couldn't cover and escalating a potential Third Balkan War into a European crisis.
Yes, third, there were wars before WW1 and after WW1, meaning that the Great War was not the cause for the Balkan mess (ignoring that I will not let Serbia and Russia off the hook for it). You can find the fault in the smaller Balkan states bickering over their borders, from before WW1 to long after (as they still do today).
