Courts have declared that the state (police) are not responsible for the safety of an individual. If you have a police force that is undersized, poorly deployed, or just plain sucks there is nothing directly that you can do about it. Well, nothing legally. I can see some neighborhoods starting citizen patrols. Maybe a few groups of guys who happen to be walking around looking for a midnight baseball game and also happen to be carrying bats.

@IronPsyde Personally I think rehab should be offered if addiction is the root cause of their criminal activity. At least the first time or two. After that you are on your own to clean up. But being an addict doesn't absolve a person of the crimes they committed and damage done while high or trying to feed their habit. If it is relevant, yes I have been arrested. Thanks to a decent public defender and a judge that bought her defense (It was BS, but good BS so I went with it.) I don't have a felony record.

Cooperate or lose funding. Can we do this with our own sanctuary cities and states? Either immediately report the arrest of an immigrant, legal or other, to federal authorities or you lose federal funds for law enforcement and education.

It's a gray area of the law. Many squatters have learned which cities will allow them to get away with it. The people living there only have to provide documentation, no one is required to verify it. Technically they could have a "lease" written in crayon on the back of a pizza box. That's all the proof required to make the cops go away until ordered to do an eviction by the court. Getting a conviction order through the court, especially if you don't have a rental agreement to begin with, can take months. By the time the police, usually Sheriff's deputies, show up to enforce the order they'll usually have two or three other places already scouted and to begin the process all over.

In the 80's I had a girlfriend who lived in the dorms. Her building probably dated back to the post WWII building boom. It was the classic military barracks style with bunk beds, no closets and barely room for two desks. The "good dorms" on campus allowed four people to share a bathroom instead of one per floor.

Let's be honest. The goal isn't to start in juvenile court, it is to keep the case there. In little boy court there are no real penalties. You'd practically have to detonate a nuke before anyone considered it enough of a crime to move up adult prosecution. Got to keep those innocent babies out of the system for as long as possible. That way, when they hit 18 (Or 21, or 25, or whatever Maryland calls age of majority now.) everything is a first offense all over. And you wouldn't put someone in prison for just one mistake?

I live in a town with twenty times the population. Our mayor gets a driver, just one, on loan from the police department. No caravan of escort vehicles. Only for official business, though that can be pretty open to interpretation.
