Technically speaking, and in a normal situation, the onus of pardoning rests with the individual who issues a pardon to the court that has committed an injustice against that individual, for instance, in a wrongful arrest. If I were arrested for parking in a no-parking zone(as a hypothetical case) and it was proved that I was nowhere near that part of town where this act was supposed to have occurred, then I would have the power of pardon over the court that wrongfully convicted me of the illegal parking., Naturally enough, I would NOT pardon the court, but would instead seek full redress and compensation for the wrongful arrest.
But this is NOT a normal situation. Trump has surrounded himself with criminals and charlatans who should be imprisoned for a very long time for their crimes, which have seemingly been proven in court, so they SHOULD NOT receive any kind of pardon whatsoever.
